    Is this illegal?? Targetmasters ...

    I have a chance to do a PPT for a brand new, unfired CZ 97BD tonight. I drove a long way to meet up with the seller whom i also appreciated that he went out of his way to accommodate me too. Long story short, we went to Target Master in Milpitas for PPT (only shop open till Midnight) and we got turned down. Why?? Because CZ 97BD was dropped from the CA roster. The owner bought it legally, had it registered in his own name. This is the only way in my ability that i can purchase a CZ 97BD that i've been looking for. Is this illegal for Target Master to refuse our PPT? Can i file a complain to DOJ and/or write a letter to NRA?

    PPT is exempt from the roster. Not sure why the shop turned you away .

        dont get me started on target masters, they have been idiots forever, find another place

        metal dog tactical, reeds, i think chris at digital instincts will do ppts and(and he works out fo his home too pretty flexible)

          AFAIK they are wrong to deny the PPT based on their opinion that it is not legal to transfer a non roster gun between private parties.

          I don't know about anyone else, but I am getting a bit tired of these FFL's adding to the infringements and restrictions placed upon us by our government. It's about time to start reporting these FFLs who feel it is alright for them to play fast and loose with the law to suit themselves. Those that add fees to PPTs they are not allowed by law or refusing PPTs.

          I say report them, report them all. Then again the DOJ most likely encourages any behavior that deters anyone from buying a firearm. Still I would make an issue of any violation and hound the DOJ for results and updates to a complaint.

            Yeah that shop doesn't know what it's talking about, go somewhere else. If buying off roster was illegal via ppt half of all postings in the marketplace wouldn't exist, most are off roster this and off roster that.

              That sucks!

              Too many shops following the lead of government agencies and considering thier opinions law.

                  Peter at MPArms in San Jose has appointments until 9 pm. Great guy. Chris at Digital Instincts in Sunnyvale has appts until 7 pm. Reeds in Santa Clara is open until 10 pm. I would call to make appt or check to confirm hours for ppt.

                    Ah yes, Target Masters. Likely they knew it is legal, didn't want to do it, so just bloody lied.

                    As others said: Digital Instincts, Reeds, Metal Dog and you'll have no issues.

                    Just be sure never to spend a dime in that dump and encourage anyone you know likewise.

                        Before we all jump on the bandwagon that the FFL was mistaken not to perform the PPT, can you please confirm that the seller was a California resident with the proper ID?

                        If not, then the FFL was correct to apply the roster requirement.

                            Which is their right, but confuses the heck out of me. Why not just say "we don't wanna do it, its late", or "outside of company policy, sorry"?

                              Target Master was pretty much our last option given the time of the day. it was past 7pm and most shops are closed. I already check prior to PPT meeting locations given buyer & seller schedule. It's the only shop open till midnight. They turned us down simply because "sorry we can't do PPT for your handgun because it's off the CA roster" Not only the guy we initially came in contact with said it. He talked to 2-3 other co-workers and they thought it was the right decision.
                              My point is have they violate the firearm private transfer laws? Can i go out my way and make sure my complaint be heard but i first have to make sure that i'm right. Don't want to make a fool of myself.
