They see it as 'messaging.' Their view is that so long as you present it correctly, that will be the accepted reality as an axiom in politics is... perception is reality. Such was encapsulated by Biden himself when he declared that they choose Truth over facts.
If the "we were surprised" isn't getting you where you want, alter the message to: "We had a plan and had anticipated such a contingency, but we were hamstrung by the previous Administration."
It's precisely the same thing here. We tend to encapsulate it with: "Are you going to believe what we tell you or are you going to believe your own, lying eyes?" Unfortunately, there are far too many today who choose to believe what they're told.
