The cost of gas would kill the deal for you.

On the Survival Forum I like to point out that my bug-in location is already further then the LA guys will make it when bugging-out

      Atlantic is SOLD OUT!!!!!!!!!!!!!!!!!

You won't find a local vendor at their price. $799 is a sale price from $999. If you could find it local then it would probably be more than the regular price. The bullet button from Atlantic is not expensive. $45 is the regular price of the solar tactical BB that they use so they are putting it on for free labor. The folding stock is welded from the factory to comply with "sporting use" imports restrictions so there's no hassle there.

$75 is not the only rate out there for long gun transfers. There are plenty of threads here listing cheaper FFL transfer fees. You can find an FFL to transfer in OC for as low as $20. You will have to pay tax whether you buy it local or not, but better to pay tax on $799 then $999 or more.

      Atlantic --> $799 + 9%tax + $30 ship + $45 BB + $20 to $75 transfer fee + $25 DROS= $990 to $1045.91
      Local--> $999 (or more) + 9%tax + $25 DROS + $5 dealer fee = $1118.91 or more

I've been doing a lot of research cause I have one on layaway now with Atlantic so here's what I can offer to your questions:

1.) Its legal in CA right? Yes, provided you have a bullet button and fixed stock.
2.) Can the folding stock gun be replaced with the fixed wooden stock? No. The folding stock model has a different receiver. It's a slant back receiver based on the RPK. However, if you get the wood stock model with square back receiver then you can switch to any standard AK stock including a folding stock (although it must be fixed to open position.) Both models have adapters available to use AR type collapsible receivers. However, collapsing stocks on a shotgun must also be fixed (pinned usually). The slant back version is only available from russiansurplus.net and they are OOS
3.) Can the folder be fixed or returned to folder? You cannot undo the weld to make it fold in CA. Only in free states.
4.) Is the folding stock receiver different then the fixed receiver? Yes, see #2
5.) Does the gun come in an 18 inch or short barrel? Not in US. The folding stock model is 19" barrel and the wood stock model is a little over 22". Anything shorter than 18" is subject to NFA rules and is either an AOW or SBS. AOW and SBS are highly restricted in CA. However, you could have the barrel cut down to approx. 16.5" and have the muzzle break pinned/welded to reach 18".
6.) Does the brake help recoil or is it just for looks? I imagine it does help, but consider that adding a brake or other muzzle attachment will trigger 922r regulations cause it's no longer "sporting." Magazines over 5 rounds will also trigger 922r. That means you will need to change out multiple parts for US parts to get the total foreign part count down to 10.
(For those in free states, defeating the stock weld also triggers 922r rules.)

To be 922r compliant you will need to change out 5 parts. If you add a muzzle break you need to change 6 parts. Choices available are:

US mag counts as 3 parts
trigger group counts as 3 parts
      piston puck is 1 part
      stock is 1 part
      grip is 1 part
muzzle brake is 1 part (but adds a part that wasn't there before hence the 6th part)
      forearm is 1 part

Most people go with US mags or trigger group plus grip and piston puck. Popular choices include:

      MD Arms Molot grip clone
      CSS Piston Puck
      CSS Tromix modified trigger group
US version of GK-01 brake and you will need the lock nut.
Chaos Quad Rail Forearm (OOS everywhere. I was able to snag one from Saiga-12.com store, but there was only 2 and they are OOS now.)

FYI: centerfiresystems.com has the wood stock version available, but you will have to convince them to let you send them a bullet button to put on.

They have been regularly running out and restocking almost nightly. They were out of stock when I ordered too. Contacted them and they said they would be making more available that night. Sure enough I was able to order the next morning on the 1st. I think they have "run out" several times since then as well.

^^ You planning on making it a featureless "shotgun"? If you are, you will be needing an attorney.

You sure they only charge $15 for BB ? VEPR BB is $52 including shipping from solar. Classic (not classic city) will only take solar tactical one.

Yeah lets see how that works for you when 17 million other idiots are trying to do the same thing and you need to fight your way through all the outlying cities before hitting open country.

Fail, please don't give advice until you know the law.

                  2. The folding stock can be replaced with the wooden stock
No it can't, if it has a folding stock the trunnion needs to be replaced along with the metal that was removed to fit up the trunnion in the first place. It's an completly different receiver from a fixed stock gun.
                  3. The folder is welded. It can only be folded if the overall length of the shotgun in it's shortest configuration is 30 inches
It would need to be permenently fixed, I wouldn't mess around with pinning a folder on a Saiga 12

                  4. I'm not exactly sure on this one. If you look at the rear trunnion you'll see on different VEPR 12s that there are different rivets on the receiver. I'm sure you can swap out stocks though
Yes see my answer above, you can only swap stocks with commie based designs.

                  5. I believe they will come with 18" barrel
I've never seen any factory Saiga 12 with anything shorter then 19" barrel.

                  6. I'm sure the brake works. If you've ever shot an AK with just a muzzle nut compared to the slant brake or 74 brake, there is a very noticeable difference

I should be DROSing my VEPR 12 this Friday
Please double check before giving advise, I would hate to find out someone got popped do to people not double checking, their post.

The smart, learn from their own mistakes.
The others, well......they just never learn.

Since the major price drop the Vepr 12 sales have gone ballistic , we have been running out on our retail inventory almost daily & having to transfer inventory from our dealer side . Our firm is one of the largest Vepr purveyors in the USA and will continue to work hard to keep them in stock. We also have just received a shipment of original Molot Russian VEPR 12 - 8 Round mags. If you have any questions please do not hesitate to PM or email us.

Has no effect on me and not relevant. Like I said "Multiple ways", besides I will be tucked away in Idaho in a few weeks laughing.
