Get an over/under. All of your problems will go away.

I had 5 boxes of the cheap WalMart shells sitting on my garage floor and they got wet. I didn't see it until the shells rusted.

I knocked the excess rust flakes off, popped them in and shot 125 rounds with no issues.

Not necessarily. One of the guys I shoot with has a Beretta O/U that wouldn't eject some of the Winchester Universals that he was using. No problems ejecting other brands of shells...

There are 3 WalMarts in Santa Clarita that sell ammo.

        Not that far.

        Go there and stock up.

Both Federal and Winchester are under $20 for 100 rounds. 12 or 20ga.

And the 90-pack of biodegradable clays are $5.94.

        Can't beat that.

Polishing the chamber will help, but with these shells there is no 100% fix other than not using them.

Today a shooter at my club that normally shoots his own reloads tried the Winchester Universals (for the first time) and shells would not fire in the bottom barrel of his Citori. He thought the primers were seated to deep.

I took a value pack of the cheap WalMart Win 20's to Yuma just for giggles and as a backup to the premium ammo I planned to use in a new Win SX3. The cheap shells cycled just fine and killed doves reliably. Used the Wins as a first shot because the SX3 would not reliably cycle the Clever Mirage featherlite loads that I wanted to use. Gun got better with a little use, but still hangs up sometimes on the featherlites. Need to get out and shoot it more, so planning to buy more of the cheap Win loads as break-in ammo.
