I've been curious about that too, and I think it has more to do with when the order goes through their 'system' with whatever that entails. You may order at 2330 today, but if it takes an hour to process, it's 0030 tomorrow.

I'm off this week and going to burn a couple bricks at the range. It's so nice not having to worry or tell my kiddos to slow that trigger down. We shoot those mags as fast as they can be loaded. Only, in Kalifornia, that's only 10 bangs at a time

Once I ordered at 11:30pm and the official order time still showed today's date(at the time). So not sure on the 11pm thing. If you have lots of ammo already, maybe you will risk it. At the time, I didn't want to risk it.
