You simply cannot go wrong with a ruger 10/22! It's all the rifle you ever need it to be! You can keep it stock have fun as a plinking rifle, or you can mod it up so much the only thing that makes it a ruger is the receiver! Or anywhere inbetween! I had bought a used 10/22 a few years back with a sling and kept it that way for a long while. Now I am starting to add little tidbits to it like an auto bolt release, extended mag release, Bushnell 3-9x40 scope, all of which has really improved my performance for about $60 or so.Comment

forget the ruger if you want an awesome high quality .22 semi auto go with the magnum research mag lite if you want extreme accuracy on a budget go for the CZ the ruger is for upgrade/ accessory hobbyist.100% anecdotal evidence here, but:
My 2010-manufactured 10/22 is made of plastic, railroad ties and balsa wood, and gets baseball-sized groups from a rest at 50 yards. I can gripe about the 11-pound trigger, as well.
Alternatively, my CZ 452 Lux is made of billet steel, has pretty good iron sights and a very crisp trigger, and gets nickel-sized groups from a rest at 100 yards with mini-mags on a non-windy day. It cost about twice as much as the 10/22, but if you can quantify quality, it's at least five times better.
