      Steiner P4Xi 1-4X: $800
      Vortex Razor Gen II-E 1-6x: $1200

It's hard to get good glass and quality construction below $300.
100% agree with this. The $500-800 range is typically my sweet spot for optics. I'd also throw the Burris XTR2 1-8x (not 1.5-8x) in the mix if you can find them under $800, which is tough since they've been discontinued.

However, I recently picked up a Bushnell Prime 1-4x for my wife's range toy AR15. At $162, I believe it's a good value for range-toy use, and the glass compares well to my SWFA 1-4x scope that normally sells for $400. The Prime 1-4x is made in South Korea and was initially marketed in Europe as a hunting scope, and now they're bringing it to the US. My first impressions are that it's unusually high quality for the price, and I really like the capped turrets and simple G4 reticle with center illuminated dot for simplicity's sake. I can zero it, cap the turrets, and just tell her to point & shoot out to 300 yards, with no worries about the turrets spinning off of zero for any reason. I'll try to post some updated impressions once I have some rounds through it, and give some unscientific comparisons to some of my other optics.

I'd hope to land around 5, but I could do 800.
Daylight bright reticle. Some easy to use range tools preferable.

Viper PSTII 1-6 is common at $550 street price even now. Day bright dot.

FWIW, PA will not do a hand pick for you on the BLEMS for external scuffs only. I asked.
