C&R and COE worth it?

Okay guys- Sorry about the semi OT questions, but let me get this straight.
I have my FFL03 and my COE will be here in hopefully 2-3 weeks.
I bought two C&R guns at the Costa Mesa show, and am just waiting on my COE to pick them up from my LGS.
Do I HAVE to send the Voluntary Registration form to the DOJ with $19 per firearm? Might as well go DROS them both for $25.....C&R nut.Comment

If you have a volreg form that says $19 per firearm, you have the old version from before they corrected it.Comment
