With military rifles, one key seems to be whether it is in the "original configuration" as used by the military. I went through this with my Spanish FR-8's. Even though they had been re-chambered to 7.62 x 51 from 8 x 57, it was done by the military and after re-chambering, it was still in it's "military configuration" and hence still C&R..

If that is true, .30-06 K98s are a legit military configuration, as done by Norway.

You can certainly make that argument. I have a Norwegian 30.06 K98 and it looks a lot like the OP's rifle, (except for the scope mount).

There are a few Norwegian mods, including a flat milled into the receiver ring, but other then that, They are pretty similar.
