hi, just reading through this thread.... From what I was told is that anything considered c&r that is a long gun you do not have to do the dros and waiting period in cali. But you still need to with c&r handguns.
Note though that if you go to your local big 5 they might not recognize a c&r license. Now some people are under the impression that even if you have a c&r and try to purchase a c&r long rifle from a Cali ffl01 dealer that you still need to go through the dros and waiting period. I think it depends on the gun dealer that you are dealing with. The Cali firearms handbook is vague on this subject and its better left alone becaus if we start asking they'll just give us the wrong answer....

~ Here is the law in California...

1.) If you're buying from another private party in California and the long gun is greater than 50 years of age then no DROS or FFL transfer is required. No C&R license is required either. Of course, the long gun can't have any CA-evil features. This is only when buying from another private party in California.

2.) If you have a C&R license you can then order long guns that are C&R from places such as AIM surplus, Empire Arms, or private parties in other states. The greater than 50 year rule and no evil features still applies.

3.) If you have a C&R you can go to Nevada or some other state and purchase BOTH C&R long guns AND handguns. You are required to report the handguns to the DOJ upon your return. And of course the no evil features still applies.

4.) If you have a C&R license AND a Certificate of Eligibility (COE, from the DOJ) then you can purchase ANY C&R firearm (long guns and hand guns) from a California FFL dealer with no 10 day wait. The age of the firearm is not relevant. However, the DROS is still required. And, the lock requirement/affidavit is still required. But, you can cash and carry any C&R (no evil features of course, but these wouldn't be in a CA FFL's inventory anyway one would hope.)

~ Note: This C&R license + COE combo applies ONLY to buying from a California FFL. Having both does not allow you to skip DROS or age requirements when buying from anyone else (i.e. not from a private party and not ordering from out of state).

If you have a C&R + COE you can cash and carry (DROS still required) a C&R handgun from a California FFL dealer only.

All other handgun sales must pass through a dealer.

~ the law is the law. But you're right, many CA FFL dealers aren't aware of the C&R + COE exemption for C&R firearms. You can explain it (politely) and show them. Some still won't do it.

~As I mentioned at the top, just a C&R license alone does nothing for you when walking into a CA shop. You need a COE as well.

I've used my C&R + COE combo to cash and carry from Big 5, but it was a bit of a hassle and required them calling their district manager. However, the exemption is listed in the binder their exployees refer to for firearms sales.

If I were going to do it again I'd call ahead, talk to a manager, make sure we're good to go...let them do any research they need before I arrive.
