    You still need to obtain a bound book, even if you never make any C&R purchases. If you are audited and there are no entries in your bound book and no C&R guns, there's no problem.

    Last question about CLEO, I don't know. I'm guessing no since your last CLEO had no objection, and the decision had already been made to grant you a FFL03. All I know is that you have to send this form to the ATF : www.atf.treas.gov/forms/pdfs/f530038.pdf.

      something interesting I would like your comment/feedback. So I called the local Sheriff Station to find the name of the CLEO. The Sergeant who took my call did not know what a C&R was, anyway, he said I should send the CLEO's copy to the Los Angeles Sheriff Department CLEO not the local CLEO.

      Should the copy go to the local CLEO vs the Los Angeles CLEO?

        further more, I do live in Los Angeles County but 40 miles north of down town and we have our own Sheriff (Santa Clarita Sheriff)

          Sent your form to the address the Sgt. gave you, if he did give you one, or to the address in the Phone Book for Sheriff Baca's Office.

                Back to this again. On another forum I'm on there is a guy who asked a similar question. A person responded saying to fill in your name and leave the rest. He called the ATF and asked about Section 10.

                  I wouldn't bother. I'm in the SCV too and sent it to Leroy Baca at whatever address they had listed for him on the LA Sherrif's web site. I think others out here have sent it to the head of the local substation. I included the note like on page 1 with a line that said something like "This is just a notification of intent to collect, no response is required on your part".

                  You better start saving money now.

                    I followed the directions on surplusrifle.com. They say to write your name in Item 10A and nothing else in 10B and 10C (unless you have non-immigrant status). I guess that was a correct answer. I agree the form is a bit unclear there.

                      I looked for the direction on surplusrifle.com. They have a nice walk through for filling out the form.

                        Also, if I remember correctly, the advice on the surplusrifle.com site says to send the copy to the CLEO in charge of the dept. which if you were to call 911, the unit which would respond : city police or county sheriff's dept.

                        I applied for my C&R about the same time last year and it took just under 4 weeks. I am currently waiting for the Big Brown Truck to deliver my new Mosin M91/30 ($70 delivered). No more waiting around for Big 5 sales anymore. Enjoy your FFL03.

                          My local PD is small. They only have 15 officers so if I send it to the Chief it will probably get to where it needs to. I'm kinda wondering what they'll do with it though.

                          Currently I'd be using it only to get discounts.

                            Your advise is perfect

                            A cover letter not required...who ever opens the cleo's mail has seen the application before.

                            Certified mail is overkill.

                              So if I filled out section 10.b and c, should I fill out another application or just leave it. Also how did you guys fit your info needed in section 9, another piece of paper?
