      Seeing as the gun is in a different state it must go through an 01 FFL. The out of state C&R does not need to get a CFLC # or approval. That program only requires "dealers" to get approval. C&R holders are not dealers.
      Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.
