If you buy a C&R rifle off Gunbroker, etc. Does the gun get shipped to you or to FFL? Is this where the FFL03 comes in handy?

C&R long gun comes to your door if you have a 03FFL (C&R) Lic.

Goes to your 01FFL if you don't have a 03FFL. And you have to make arrangements with a local 01FFL.

C&R handguns have to go to a 01FFL, Unless you have a 03FFL and made some arrangements to pick it up in their state and bring it back.

There are other factors, but that is the basics.

1. 50+ year old rifles from out of state shipped to your door.
2. 50+ year old handguns, bought out of state, fill out the $19 registration form upon Kali arrival, no FFL01 needed. (handguns can't be mailed to your door)
3. What more do you want Bruce? Just do it!

Remember, 3 <----this is a number three, not my butt.

No FFL03? Then everything from out of state goes through an 01. Pay them their 5 million dollar transfer dros fee's and wait ten days. On top of that, you have to spend time coordinating said transaction.

What about if you travel to another State and go into a gunshop and see something you like. Can you purchase it FTF cash and carry and then bring it back with you into Cali without having an 03FFL? Can a relative who lives in that State buy it for you and them hand it over to you with no paperwork needed, is that legal?

Nope. Residents of most other States can do this with rifles and shotguns because Federal law allows you to acquire a rifle or shotgun at an out of state FFL as long as the transaction follows the laws of both States. But it's impossible for out of state FFLs to comply with California laws regarding DROS and dealer licensing, so unlicensed California residents are out of luck while out of state. Type 03 FFLs are exempt from the Federal requirement to comply with the laws of their home State while out of state.

Nope, not legal. Federal law requires that firearms transfers between unlicensed residents of two different States to go through an FFL.

I can't wait until I'm 21 and can get my 03FFL. Also you can get discounts from online vendors. Also if you see a C&R rifle in a local gun shop. If they accept the 03FFL you don't have to wait the 10 days!!!!! I think Big 5 accepts the 03FFL.

Only if you also have the COE to go with the 03FFL.

And it's not a matter of whether or not the gun shop "accepts" the 03FFL or not... you ARE a licensed individual, you do not "use" your license to buy a gun.

When buying from a CA gun shop, you still have to wait the 10 days unless you also have a Certificate Of Eligibility.

You can get discounts. Read the C&R Vendor sticky for a list of people who give discounts.

To cash and carry from a FFL in CA you will also need to get a COE.
