COE is a nice add-on, the only disadvantage is the cost. Everything else is an advantage, but it makes no difference on interstate transfers (other than eliminating the 10 day wait on a handgun you have shipped in). 03 by itself, you can have long guns shipped to your door, and you can travel out of state and buy both long guns and handguns.
It'll run you around $100 or a little more, you need a LiveScan with DOJ and FBI checks, and it's $22/year for renewal.
You CAN get the COE before or at the same time you apply for the 03, but most people wait until the 03 is in-hand because if you get rejected for the 03, you'll likely be rejected for the COE (and the application/LiveScan fees), and if you aren't rejected for the COE, it's worthless by itself without the 03. If you ever get a job at a gun shop, you'll have to get another COE anyways... some people have 3 or 4 COEs.
