C&R without COE while traveling.

Question.
If I go out of state, in person, with my C&R license can I buy C&R long guns and handguns and bring them back myself?

Also, what if I don't have a COE yet?
I just got my C&R, DOJ is dragging butt on COE and I was invited on a trip to Reno this weekend so I can't wait. If I can't buy guns, that's that, but can I?

Yes you can.

The COE is a CA thing. Doesn't mean anything to dealers in other states.

Unfortunately a C&R license and a CA ID or DL doesn't mean anything to uninformed biased sellers in other states either. Expect some pushback here and there.

No. Just submit it and pay the fee.

Correct.

Firearm transfers in NV must be done through a NV FFL dealer.

No exemptions for C&R firearms or for persons with valid C&R 03-FFLs.

There is an exemption for, Federally defined, antique firearms.

in a quirk of CA laws, you don't need the COE to pick up out of state C&Rs and bring them back, but you do need a COE to transfer C&Rs in state. That seems backward to me when you consider what's going on in both those transactions, but whatever.

Umm No.

Anyone can "transfer" a C&R firearm to anyone else in the state of CA, and no C&R FFL and COE is needed. The transfer, like all others will need to be done at a CA Firearms Dealer.

IF you have a C&R FFL and a CA COE you may "acquire" a C&R long gun in state without the need of using a CA Firearms Dealer to do the "transfer".

With a COE, a transfer of a C&R long gun in the state can happen directly to a 03 FFL, in a gas station parking lot or just about anywhere.

Without a COE, a transfer of a C&R long gun to a 03FFL must take place using the services of a 01 or similar FFL.

So he meant 'direct transfer'. And yes, it is a quirk of CA law that no COE is needed out of state to transfer C&R long gun to CA 03 FFL, and also while out of state CA 03FFL can direct transfer C&R handguns without a COE but while in the state, 03 FFL can never do a direct transfer of C&R handgun.

This is the C&R sub forum and the thread/question is specific to 03FFL acquisitions, not "generally all people buying guns", so my response was specific to that. It is factually accurate that an 03FFL and a COE are both required to submit the "In State Acquisition" form. Only an 03FFL is required to submit the "Out of State Acquisition" form.

Good news. I was able to purchase 2 pistols while in Nevada this weekend. The vendors at the gun show were perfectly happy to sell to me with my 03 FFL. I got a great deal on a WW1 Ruby pistol and an even better deal on a 1916 DWM P08. I'm over the moon with both of them.

Reporting them on CFARS CRIS system for the first time turned into an adventure but I think I bumbled through it after a few attempts. Paid the $19 and they should be in process now. Hopefully they'll be cleared and registered soon!

I take it you were at the Convention Center show - New Frontier promoter?

I thought the show was "sort of" OK - a little light on the guns though. Saw one or two I could have pulled the trigger on, so to speak. Am hoping it was a combination of COVID and that summertime show always seems a bit slow. Looks like they had something to build on.

Good to know the transfer folks were up to speed. That probably makes the sellers a little easier to deal with, knowing it leaves them & goes to us through a transfer.
