For me, since the ATF required me (and requires all FFL applicants including 03's I believe), to send a copy of my FFL renewal application to my CLEO (which for me is the police chief where I live), which was the same policy as my initial application, I knew someone in the state already knew my 03FFL license #. I figured my application would keep getting held up until I provided it on my COE renewal application, so I provided it and my renewal application was approved very soon after I resubmitted with my FFL #. Reason why it was not right away, was because I also had to upload a copy of my current CA real ID DL (even though it was already listed on my main profile page). Once I did that, my COE was shown renewed to next year, literally the moment it was done processing the submission. I was surprised it was that fast, but I figured somehow they were able to verify everything electronically. All I know for sure is that I am glad I started the renewal process as so as I could (60 or 59 days out from expiration), so that when they needed that additional information, the slight delay after initial processing of my application, did not cause my COE to expire before the renewal was finished being processed. With everything that has gone on since last march (reduced staffing levels at CA DOJ, and no way to contact them via phone), starting early as soon as you can is always a good idea.
