COE Renewal

I have just applied for a new 03 and COE after having let mine lapse a while back and I received an email the next day saying my COE app is incomplete and they need my 03 FFL, which I don't yet have because I applied for that at the same time. I don't recall having this issue the last time I applied and of course I can't get a hold of anyone on the phone to ask why this is required.

Update for my situation for those that may care:

Never had any luck contacting them by phone, it just rings and rings until the call finally drops. Nobody ever answers and there is no voicemail.

I did finally receive a reply to my email, however. They changed the status of my application to "In Progress" and asked that I email them my 03 FFL # once I receive it.

I got my application kicked back as well for not having my c&r information despite it being in my profile and easily accessible, and also not requested or necessary per their instructions.

COE RENEWAL PROBLEMS

My old email address was shutdown (Hotmail.com does not exist anymore), so I had to get a new email address. Now when I login to the CFARS system, it says my password expired. Ok, so I follow the directions to change the password. In order to do this, the CFARS system wants to send me instructions AT THE INVALID EMAIL ADDRESS! So I can't do that. Do they have a way to change email addresses online? Of course not, its a ****ed up state. So I send an issue report to them. This is the answer:

Issue: The system will not accept my new email address. Submitted: 01/25/2021 05:19 PM
Kommiefornia Subject said (initial issue report): The system will not accept my new email address. The old email address I used IS NO LONGER VALID AND DOES NOT EXIST. NOW WHAT?
DOJ Response (01/25/2021 02:50 PM): Please contact the Customer Support Center at (916) 210-2300 for more assistance. Thank you.

That's it? Hang on a phone call for hours? I can't do that, unlike these incompetent morons I gotta work.

Anybody have this problem? If so, was it resolved and how?

Their website design is from the 1990s. It's primitive and full of errors.

I tried to log in using my password and answering the security questions (that I had previously taken a screen shot of) and after three correct tries, got locked out.
Then, calling and having to wade through a very long prerecorded, long winded introduction followed by several key choices that led into subsets of even more options that all led to another recording, then back to the main menu, lather, rinse repeat, before finally hitting the magic button...all to retrieve a new password.

Remember, there is no renewal notice sent out. It is your job to remember, add a freaking calendar reminder.

My first renewal was last year and I did get a renewal notice so why wouldn't I have expected one this year?

UPDATE:

So, my renewal application for my CoE has been denied yet again...or rather "Incomplete". I have been having difficulty in renewing my CoE because the lovely people at the Bureau of Firearms have or rather...will not...recognize my birth certificate issued by the State of Hawaii as a legitimate birth certificate based on the merit my birth certificate does not have a stamped state seal on it.

I have sent them a copy of it along with every damm piece of document except my DNA sample to try and get them to validate my renewal application.

I have gone so far as to explain that my birth certificate is fifty years old and does not have such seal stamped on it and why is it that they accepted my birth certificate during my initial application.

Here is the response I received from them in email earlier today.

"Your Birth Certificate must be a certified copy that shows the state seal. Your document does not establish or prove you have lawful presence in the United States".

What the hell does that mean? Who gives the Department of Justice the authority to base if someone is legally residing here in the United States.

What the ****...are they gonna deport me back to Hawaii??

I am about up to my neck in this crap and honestly and sick and tired of this ****. I even sent them a copy of my passport proving residency here and they still are denying me my CoE renewal. This just isn't worth it anymore...

I think in the first place, if you had sent them a scanned copy of your passport, you would have had your COE go through. Last time I renewed, I sent them both a scanned copy of my DL (mine is not a Real ID version) and of my pass port card. Sounds like you will now need to optain a ceriffied copy of your BC

Have you contacted the county of your birth hall of records for a duplicate of their copy?
I was denied a visa because what I thought was the official document was just a birth announcement. I called Los Angeles Hall of Records and they FedExed a real copy overnight. This was before an emailed attachement copy were invented.

I did send them a scanned copy of my passport card...I stated that already. I have a duplicate copy of the original certificate. I have explained to the BoF that these types of certificates do not have those stamped seals, they were not required back then and just because it does not have the stamped seal, makes it any less a legitimate birth certificate.

Its just the BoF being jerks about it. Again, it is the same birth certificate used in my INITIAL application...why is it a problem now....they refuse to answer and just keep rejecting my renewal.

The records hall or building...even the hospital where I was born do not exist anymore.
