    03 FFL question

I paid my fees and sent in all my documents for a 03 FFL and COE on May 26th. I know it takes more than 30 days, I am not worried when I will get, I actually anticipate it will be longer than normal due to the current state of things.

I know once I have both I cannot ship a C&R to my front door, but I can drive and pick one up personally. So, if I have one shipped to my 01 FFL my understanding is I can pick up there and not have to wait 10 days. If I pick one up personally then what happens. Do I fill out and send in the DROS Forms? Do I still have to take my 01 FFL? I was just wondering and trying to anticipate what I have to do.

    Thank you,

    Jay

Yes, you can drive/travel out of state and do a cash & carry of C&R eligible firearm. You do need to submit a form & fee to CA DOJ when you return. Yes, no 10 day wait when you pick up a C&R firearm from a 01 FFL .....providing you have you also have a COE. In both cases, you need to log the acquisition in your bound book

Thank you for the reply I appreciate it. I just wanted to get an idea of how it works, and that was very helpful.

      Thanks,

      Jay

Once you get your 03FFL and COE, post here any other questions that come to mind. I did not renew my 03FFL when it expired back in the 2nd half of 2016.
I am thinking about reapplying though, when and if move.

So, you sent it in on May 26th?

After almost a year you should have it already.

          Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

I also intentionally did not renew my 03FFL when it expired a few years ago. With the new Kalifornicated rules about having to get fingerprinted for a COE to make the license work decently again was too much for me to swallow (YMMV). The good news was (at least at that time) once the 03FFL lapsed, it was no longer required to keep the log book. Mine unfortunately went down with the ship along with all the listed C&Rs, a terrible tragedy that still chokes me up.

OP, you need to first ask with any LGS/FFL if they know how to process the 03FFL exemption. Some places do not, making you wait the 10 days. It is rare but it happens. Usually it is due to the clerk not knowing how to do this in the system. I always call ahead and make sure.

You can have a C&R long gun shipped directly to you if the seller is inside California.

Sorry, that was a bad typo on my part. It should say Mar 26th, not May. My wife and I were going over the calendar for May and that probably just stuck in my head.

                    I figured as much [emoji23]

I noticed that you are a First Responder. Thank you for what you do.

I also noticed that you're in Rancho. There's a great home based FFL in Alta Loma. The shop is called 2A Zone and he's also a member here. His user name is waygeekierthanu and is up on the C&R exemptions.

Thank you, and thank you for that information. I appreciate that. I will defiantly be asking more questions, once I get both the FFL and the COE. It seem like the average prior to the Pandemic outbreak was a little over 30 days. I would feel lucky if it takes 60 now. We will see.

                      Thank you,

                      Jay

Wow, I guess my assumption may be correct and it may be over 60 days. Funny thing my COE was approved today, still waiting on FFL03. FFL03 and COE was originally submitted on April 26.
