I don't know to whom to address the arguments, but the support for the idea of a data-entry .PDF is
All of this presumes, of course, that 'efficiency' is a goal of the agency.
- the IRS now uses them extensively - this is neither new technology, new to government, nor untested in large volume
- use of such a .PDF would substantially reduce BATFE printing costs, though not eliminate them
- use of such a .PDF would produce readable information, making data entry on receipt much more reliable
- and, since the applicants would secure the .PDF files on their own schedule, the delay in supplying the forms would become less significant.
All of this presumes, of course, that 'efficiency' is a goal of the agency.
