Is it legal to have /make Black podwer

So if been looking at bp cap and ball revolver and that has got me thinking is it legal to own real black powder. I've got a lot of mixed answers and can't seem to find any regs on black powder it self .

Basically it's really confusing and a lot of people will say you can't, but if you walk into a store that sells it you can, so...

You should be able to buy a lb or less in stores that carry supplies for BP muzzleloaders.
I've bought 1lb containers for ejection charges for my high power rocketry hobby in a gun shop in Arcadia .

Yep, you can have BP. Where are you located? I was able to find some at Martin Retting in Culver City.

That's effectively what it's come down to in this state. Selling black powder takes a different license, and has different storage requirements than smokeless powder and pyrodex. Combine that with the relatively low demand in this state for BP, and it's just not financially worth it for most stores to keep it. It IS legal for you to buy though, once you find a source.

Bass Pro sells it on line (currently out of stock) and ships free to store. If you have one near you, check to see if they have any.

As far as making your own, I'm not sure. This is KA after all...

Well your right there six seven tango we are behind enemy lines as gun owners. Still after two days of research all I can find is people on line say yes you can no you can't but no one actually posting links to regs or segments of them. Wish there was a easier why though this legal mine field. I could always just get the bp cap and ball and just buy the powder, it just seems like it would be much more fun to make it.

                  Yes, it's legal to buy.
You can buy it on-line, but the HazMat fee makes it kind of expensive. I make occasional group buys for my club which spreads the HazMat fee around.
Shooting supplies for civil war reenactors, competitive shooters and the black powder hunter. Goex, Swiss and Schuetzen black powder are available.

Graf & Sons, the reloading authority, has a wide selection of reloading supplies, shooting supplies, ammo and more.

There are local stores which carry it, but you have to search around.

The only statutes that deal with it are "Health and Safety Codes" and there are different opinions about who those apply to. I've never heard of any BP hobbyists being prosecuted based on those codes. (And, there's plenty of us out here shooting.)

I was able to find all of one from years ago and it's a doozy.

An idiot registered an assault rifle (mistake number one) which opened the door to periodic DOJ assault rifle inspections. I guess they want to see if said rifle is accessing child porn?

Anyway, said idiot hollowed out golf balls and filled them with black powder, topped them with cannon fuse, and labeled them "golf ball bomb" and then stored them in his safe right next to his registered assault rifle.

Can you guess what happened next? That's right, DOJ showed up. His ammunition powder stash was reclassified as an explosives cache and he went to jail.

No one here plays golf, so I guess we don't have to worry about that...

You can legally buy and store up to 5 pounds of bp.

Registering an assault rifle DOES NOT open you to periodic inspections. Knwo how I know? Two ways, one, its not in the law, and two, I registered AWs twenty whatever years ago, and have never heard of anyone being inspected, me included.

So forgive me, but if you found this doozy, can you point out where I can read the material?
