    C&R license question

    I was reading the sticky on "Is C&R license worth it" and I saw the following post

    rifles can be sent to your door.

    handguns still have to go through a ffl01. you can however, purchase one in person out of state and send a form (forget the name now) and the $19 per handgun fee to ca as soon as you get back into the state.
    I know there were some changes to C&R rules not too long ago so I'm wondering if this is still true, can you still purchase out of state C&R pistols with your C&R license in person? Also, how does a C&R license affect online purchases for C&R pistols and rifles (gunbroker etc)?

    Handguns must be shipped to 01 FFL when buying online. C&r+coe will exempt you from 1n30 c&r and 10 day delay.

    In state, must go through 01 as well.

      Basically, even with a COE in addition to a C&R, when buying things from out of state and shipping them, they all have to go to 01 FFL. You can buy in person out of state and "import" across state lines, and then have to self register/declare what was purchased along with a fee.

      You can no longer receive long guns directly in mail. With a C&R and COE, you will be exempt from a safe handling demonstration for C&R guns (so not required to have a FSC), you will be exempt from 10 day wait, and 1 in 30 rule for C&R handguns.

      The licensing lady at DOJ basically said that I could ship to a different state dealer, pick it up and drive it over. Then use the form and $19 fee.

      Otherwise, you pay CA dealer transfer fees $50-130, plus $25 DROS, plus $5-10 lock, plus Tax.

      When I talked to her, she said the main reason our DOJ wants everything to go through a dealer is so that everyone proves they can safely handle the firearm (safe handling demonstration)... But I have a COE I said, and with a COE I don't have to perform a safe handling demonstration... well, she said, that is what you have to do. Gotta love the hoops...

      Having said all that, the dealer got most of my money... fine, I am ok with supporting local businesses. And I got to take my rifle right away. So that was good... other than that, not very good.

        For me, it comes down to:
        What do you buy more of, handguns or rifles?

        If you're a C+R rifle collector and surf GB, Gunboards classifieds, Sturm in your spare time, C+R+COE is a good thing.

        If you're a C+R pistol collector - unless you take a lot of interstate trips, you're just as well off without the C+R+COE combo.

          Incorrect. With a C&R and a COE, C&R rifles may be shipped directly to your door. C&R handguns must still go through an FFL01 but you are exempt from the 10 day wait.

            A 03/COE holder CAN receive long guns directly to their address from out of state. One just has to fill up BOF961 and send in the extortion fee within 30 days of receipt of long guns.

              When outside of the state of CA, a C&R license holder can purchase or accept in transfer C&R pistols and rifles, as long as there is no violation of any law of that state. Upon returning to CA, file this form and $19 processing fee for all of the firearms on the form(s). You can use multiple forms with a single filing.

              For online purchases of C&R pistols, you can have them transferred here. There are other stores near Reno if you live in North Cal. It is not a purchase in NV, it is a transfer. There is no sales tax.

                How long does it take to get the C&R license after applying?
                Also does the ATF do audits after normal working hours (8-5) so I dont have to skip work, if not how often do they do audits in a year?

                  If I recall, my C&R took 60 days and COE 30 days.
                  I think audits are quite rare. You have the option of bringing your bound book to an ATF office. You don't need to show them actual guns, unless they come knocking with a warrant.

                        By itself, the greatest use of the 03 is the discount you get from online retailers like MidwayUSA, Grafs, etc...

                          I'm not aware of any online application, you need to mail in the form.

                              If you have a 03 FFL, when buying C&R handguns or long guns out of state, in person, all that is required is that you resister them within 5 days of bringing them back into the state via this form. https://oag.ca.gov/sites/all/files/a.../curioapp.pdf?

                              Curio or Relic Firearm Report Submission Requirements
                              State law requires all California Federal Firearms Licensees (FFL) holding a type "03" license (collectors of curio or relic firearms) who obtain curio or relic firearms while out of state, to report such purchases or acquisitions to the California Department of Justice within five days of transporting the firearm(s) into California.
                              C&R long guns can still be bought on line from out of state sellers and shipped to your home as long as you also have a COE. Handguns bought on line must go through a 01FFL. Long guns purchased in this manner and shipped to you are considered in state purchases since you receive them in state.                               Collector In-State Acquisition of Curio or Relic Long Gun Report Requirements
