    There's at least a half dozen good C&R guides out there if you do a search. The one linked to earlier and the cover letter in this thread are great.

    For the COE I just don't understand what people want.
    1. You get the form. I googled california coe form and up came http://oag.ca.gov/sites/all/files/ag...rms/coeapp.pdf
    2. You fill it out.
    3. You drop by a livescan place and hand them the page from that form that says "Request for Livescan Service".
    4. They fingerprint you and collect the money and give you an ATI #.
    5. You write the ATI # on the form at the top and mail it in to the address given in the pdf.
    6. Wait.

    Any specific questions past that?

        Well, if somebody wants to flesh that out a bit, include the C&R guide and sample letter text, start a new thread, and ask for a mod to sticky it then we're done.

        If you want to be really nice add to the COE section "Be sure to put in your phone number. It's required and it's kind of hidden on the form"

            Here's a simple CLEO letter that I've been using with no problems.

            <Enter Chief Law Enforcement Officer Name>
            < Mailing Address>

            <Current Date>

            Dear <Title>, (ie. Sheriff),

            Enclosed please find a copy of my ATF Form 7CR. This copy is being sent to you as per federal regulation for notification purposes. You are not required to take any action with respect to the enclosed form. If I can be of any service, or if there are any questions, please do not hesitate to contact me at the address below.

            Sincerely,


            <Your Name>
            <Your Address>
            <Your Phone Number>

            I include the bold because I've heard of people getting calls from uninformed CLEO's asking what they're supposed to do and why are you sending this to me questions.

              Are some cities harder to get a COE/FFL3 license than others? I was told it is unlikely that I can get one approved living in Irvine.

                No city approval needed for an 03. It's not a dealers license, it's a collectors license. The CLEO letter is just a notification. You are not asking his permission.

                Apply to the feds for your FFL 03, and apply to the state for your COE. Done. That easy. The hardest part is finding a place for your live scan, and even that's easy. Go here for a list of locations near you.



                ETA: I take that back. The hardest part is not wearing a hole in your floor, pacing, waiting for your license and COE to arrive so you can start draining your bank account.

                  The city will have no say whatsoever. If you submit the proper paperwork and are not a prohibited person, it will all be approved. Whoever told you that was peddling some high grade FUD.

                    I just remembered, when I mailed in my first packet to the City PD, a detective called me a few days later asking about it. He thought that maybe I was trying to open a business. I explained it and all was well. They weren't hassling me, they just didn't know why I submitted paperwork to them.
