I am simply saying there could be a valid reason for it. I thought of a scenario the second I saw it.

I grew up with ATVs. Maybe you didn't. But you could trap the rifle to the front or rear rack on an ATV with a bungee cord and have easy access to it. Farmers, ranchers, hunters and even just people going ATV'ing into the woods and want to bring their rifles with them would have a valid need.

Those trails get pretty wild. Anything not strapped down tight is gonna fall off.

The only thing I can think of (and I'm reaching) is to place leaves/branches to break up the outline of the firearm when out hunting. But, this doesn't look like a hunting setup to me.

I wrapped the first few inches of my quad rail in OD green 550 chord. I don't like the way the quad rails feel on my hands when I am out shooting. the 550 chord takes a little of the bite off of the corners.
