Maybe adjusting for left wind is over rated.

If the rear sight takes all the left adjustment to reach MZ at say 100 yards, then what happens on the two hundred yard line when a 5mph full value left wind appears? Just asking.

Umm.....you just threw out every argument you could ever have on the basis of "you have no clue on which you speak".

Hmm, you could say I misspoke, however if you rely on mechanical zero instead of actually determining your zero and adjusting for it... well... have fun with that. In the mean time I'll wait for you to explain this alternate reality you come from where mechanical zero for sights on an AR = zero for everyone on the planet, and of course that POA = POI.

edit: I suppose that comment about needing to adjust the windage because of "unqualified manufacturers" isn't the silliest thing I've read so far today after that half MOA $500 hunting rifle bit. But it still doesn't change the fact that it's not an issue unless you're nitpicking since there is still adjustment available.

Considering that there are about 10 MILLION Ruger 10/22 rifles out there that will hold 1/2 MOA all day long and cost under 300$ I guess I can leave the rest go huh ?

Now I was just comparing the silliness, now you've gone and spouted more nonsense. 10 million half MOA 10/22s under $300? Even though this is the centerfire rifle section, and as such the discussion was focused on centerfire rifles, the 10/22 is a half MOA shooter from the factory? LOL. Well, I guess you decided to make the silliest post afterall. Congratulations.

Now can you let everyone else get back to the discussion so the OP can learn that sights are meant to be adjusted?

Most people accept some inconsequential imperfections in order to save money.

A perfectly straight barrel could be made, but it would cost a LOT more.
Then you would need a perfectly straight receiver which would most likely involve truing it.
Then you would need a perfectly straight rail installation which would likely involve a barrel nut to be custom ground on the outside after the barrel nut is torqued on to the perfectly straight barrel and receiver.
Then the trued receiver rail could be thermally fitted to the barrel nut and cooled in an alignment fixture to be sure it stays straight.

Or, we could dial in 1mm of windage and save $2000...

In the world of Thorax's millions of half MOA $300 10/22's, such an alignment would cost nothing on an AR.

Troy sights don't have windage knobs.

                      Thats nothing.

Rear sight was moved 11 clicks left to zero it

OK, I'll Dr, Seuss it for you (because that's what seems to be required).

You know that little pin thingie that sticks out of the barrel extension and sticks into that slot thinigie in the upper receiver ?
When you put the wrench thingie on the barrel nut thingie and make it really tight....it sometimes moves....you know that click sound when you tighten it ? (never mind, of course you don't).

Some of us grownups have ways to measure and check for that....ask Mom, she probably knows.

Us grownups also have tools to ensure (big word there, sorry) the front quad rail thingie is aligned....umm....really really straight.

And gosh, Dad gave me this neato tool, it's called a bubble level, and this other one called a angle finder, so I can measure the front and rear sight to bore square.

That's a lot of big words and I'm sorry if I confused you with them.

Of course some of us grownups even have tools to check for faulty parts before even slipping the A slot into the B channel.

                          But I digress.......

Oh, and if you can't take a new Ruger 10/22 off the shelf, put a good scope on it and sight it in, use good ammo, and NOT hit inside a 1/4 inch at 50 yards....it's not the rifle.

Hmm, who do I believe. The guy that doesn't appear to understand how ludicrous his claim about 10/22's happens to be, or the guy who does gunsmithing for a living who gave an entirely different explanation.

What, 1 shot groups? Also, now you're saying inside 1/4" at 50 yards... so now they're good for less than half MOA?

edit: For the sake of clarification, I'm assuming that your "inside 1/4 inch" means less than 1/4".

Where in this process did you account for the curvature of the bore?
You could perfectly assemble the parts and still have the sights further off because the bore is curved.
The OP's front sight is mounted on a freefloat handguard, NOT on the barrel.

When the front sight is on the barrel, the front sight will be MUCH closer to being centered over the bore.
Then, if the bore is curved, the sight moves over with it.
This result is that the rear sight is usually closer to center.

In the SPECIFIC CASE of the OP, he has a second factor, which is the freefloat handguard influencing the total set of conditions that need to be right for the rear sight to naturally be centered.

His rail could be perfectly installed.
His front sight could be perfectly centered on the rail.
His bore is likely curved and therefore NOT centered with the front sight.

The easiest fix in this specific case would be to shim the front sight to the right by the same amount that the rear sight is off to the left.
Then, when you re-zero, the rear sight will be centered.
