This is what my rear sight is set to (far left).... i have a troy rail installed is it possible that because of installing this rail caused it to be uneven? any input would be appreciated thanks fellas.

That is within the Milspec.
It is possible that you could get the rear sight more centered if your front sight were more centered.
It is possible that your front sight is to the left because if the barrel installaion technique that was used.Randall Rausch

Could be the shooter too.
Your technique (or possibly eyesight) could require that setting to achieve zero.
I dont know what your level of experience is, but you can test this out easily by putting someone else behind the gun that is a known competent shot and see what happens.

Is the rail square to the receiver?
If so, then your barrel is a little bent.
Getting your rear sight zero fixed is going to be a matter of swapping in new barrels until you get lucky and one lines up with where your sights are pointed when the rear sight s centered.
It would be much easier to fix this with a front sight mounted on the barrel where you can tweak it left-right...Randall Rausch

With the way these AR parts are being banged out by UNQUALIFIED manufacturers that kick them out far too fast to even consider quality control.....
Then they get assembled by someone reading directions off the internet....
Do you really expect it to be a flawless execution of accuracy, function, and aesthetics ????Comment

It is when it's within acceptable limits. Manufacturing and assembly have nothing to do with the possibility that it needs to be shifted because of the OPs eye position, and adjustments for such differences in people are why the sights are adjustable. Having to adjust a sight a few clicks to zero it is a non-issue unless you've got some sort of silly OCD. If it's so far off that you can't hit anything with it like CJ5&G23 mentioned with his own upper, then you've got a problem.Comment
