Feinstein's bill is DOA. Even pro gun democrats in the senate who won by a 1% margin know a "yes" vote can bring out enough gun owners to reverse than 1% margin in 2014 to cost them their seat.

Exactly - and I wonder how many states allow elected congressmen and senators to be recalled? It should be explored - because in a lot of states a vote for DiFi's bill would be enough to recall them.

Yes, at this this point, moving the rifle out of the semi-auto category means it only needs to comply with the requirements in place for all rifles - mostly barrel and overall length. Pistol grip, detachable magazine, etc would no longer be a problem.

In the UK, they are allowed to have semi-auto ARs in .22, but centerfires can't be semis, so they remove the gas tube, slot the upper receiver and attach a charging handle to the bolt carrier. It's bent downward and they can cycle the action quite quickly - because the return is handled by the usual spring.

If you want to see them they are on youtube. As far as I know, no one on this side of the pond offers such an upper.
