      Absolutely!

You justify buying a caliber you can't use to justify buying a rifle you don't yet have.

Then when you have the ammo and the rifle together, the fun begins.

See how simple, reasonable, and rational it is once it's explained right?

This is exactly it. Burro isn't concerned with steel cases. Any bullet (projectile) that a magnet will stick to, is no-go at Burro. They're on a Forest Service lease and those are the rules. If you try to sneak steel core or steel bi-metal rounds there and are caught, it's a one-way ticket off the property without a refund. They also don't allow metal targets. If you like to shoot metal targets, I recommend Angeles Shooting Ranges; they have hundreds installed.

Laws against murder and attempted murder should have been the only gun control laws ever needed in America...

Steel case and steel jacket are to totally different things.
Steel jacket or steel core will penetrate most targets and spark off rocks or metal objects. Therefore starting a fire.
Steel case is just what the bullet it loaded into and is not a fire danger. So it should be allowed.
