    .223/5.56mm 6.8spcII , 6.5 grendal, 308win are all cartridges that will meet your requirements.. and are all available off the shelf..

    personally i would just stick with 223/5.56 as out of the right barrel it can stay sub-moa out to 200 yards..

                OP said he wanted a BOLT ACTION and wanted BEST accuracy. Didn't say anything about cost. In terms of bullet profile, 6.5x55 is about the most stable profile you'll find in a production round. BC, sectional density, etc. It's just an easy bullet to load for accuracy. The 6.5x55 has a long and respected history in benchrest competition in europe out to 600 meters.
                9mm and 45acp are equally lousy. There's not a dime's worth of difference in REAL terminal ballistics. Get over it.

                      Look at what cartridge has won at the national levels of shooting competitions at 100 and 200 yards for the last 5 years.

                      BY FAR. The 6PPC or 6BR is the standard IMHO.

                          About 20 different calibers, with the 223 winning most votes, followed by 308. 22-250, 6mmBR, 6PPC were next. Out of all of those, I think I like the 223 Remington and the 6mmBR. The latter is probably more inherently accurate and available in production rifles. Both offer good barrel life, mild recoil that makes for easier accurate shooting. Both offer easy reloading and tons of info on load development.
