The way I understand it yes the bone stock Siaga is legal in Calif. (But you might get a better price if buying it out of state and shipping.) If you convert it to pistol grip you will need a BB. The one I just learned that I wasn’t aware of is that if you add a bullet guide. Making the gun accept hi cap AK mags you have to make it 922r compliant. Basically add US parts because its no longer considered a sporting rifle. Am I understanding this correctly? If you just want to pick up a stock rifle then don’t worry about it.

None of my posts are serious or real, nothing I post is legal advice.

Of course there are hi cap mags for a Saiga. You just can’t get them in Cal.

The way I understand it, and someone correct me if I'm wrong, is that it needs to be 922r compliant in it's stock form when USING high cap mags, be it Saiga mags or AK mags. That's where 922r comes into play, when using mags that hold more than 10 rounds. The sporting purposes require a rifle stock and 10rd mags only.

If you're changing out the handguard but leaving the factory stock on it (or any "rifle" stock), that's fine and is not subject to 922r. You are not changing it's "sporting" purposes or profile or whatever.
