Decent .308 stripped lowers are hard to find in California right now.

Check your latest 2A news flash. All it takes is more money. Remember, when the already signed laws take effect money won't solve your problem.

I really wish I could find a stripped 308 lower. No luck so far...

Buy a matched upper + lower set from out of state.

Matched set: With no mil-spec everyone apart from DPMS, Armalite, and perhaps KAC (who appear to have used Armalite made parts at one point) is using reverse engineered dimensions that can add up to a lot of slop. Buying both halves from the same maker limits the problems you'll encounter there.

Out of state: Elsewhere they're not concerned with California's new laws going into effect 1-1-2017 so stocks are somewhat better. The $25 charged for lower transfers by affordable FFLs is below the California surcharge for in stock lowers (I paid $165 each for Spikes small-frame lowers selling for $100-$120 elsewhere).

There still aren't many available. Aero is OOS everywhere...

Your statement is not necessarily true. I live in Utah and people here are very worried about the election. In the next few weeks you will probably see a spike nationwide on lowers and mags. There is probably more concern about mags.

Election years are good for guns & ammo sales.

http://bereadytactical.com/product.a...ceiver-79-1739 $215 shipped for an Aero Precision M5 lower. Not saying you'll build it for $1000 but you can get started...

At the 1k mark you specified, look into the DSA FAL voyager series, or a PTR91. Either would dovetail nicely with your M1A as part of a mil issue mbr clone collection.

I'm with the guy above. DSA FAL or PTR91.

From my understanding guns like the socom 16 and other m1a's won't be banned. What exactly will be banned?

I'd get a stash of lowers, or a home mill to finish your own 5.56 and 7.62 lowers.

You'll be unable to own an unregistered M1A variant with a bullet button and named feature, like flash hider or pistol-grip equipped aftermarket chassis, although I'd bet on most California M1As today having a standard stock and alternate muzzle treatment making them unaffected by the recent Assault Weapon definition change.

                              What exactly will be banned?
Any pistol or rifle configuration which currently requires a bullet button

30515. (a) Notwithstanding Section 30510, “assault weapon” also means any of the following:
                              (1) A semiautomatic, centerfire rifle that has the capacity to accept a detachable magazine and does not have a fixed magazine but has any one of the following:
                              (A) A pistol grip that protrudes conspicuously beneath the action of the weapon.
                              (B) A thumbhole stock.
                              (C) A folding or telescoping stock.
                              (D) A grenade launcher or flare launcher.
                              (E) A flash suppressor.
                              (F) A forward pistol grip.

                              (4) A semiautomatic pistol that does not have a fixed magazine but has any one of the following:
                              (A) A threaded barrel, capable of accepting a flash suppressor, forward handgrip, or silencer.
                              (B) A second handgrip.
                              (C) A shroud that is attached to, or partially or completely encircles, the barrel that allows the bearer to fire the weapon without burning the bearer’s hand, except a slide that encloses the barrel.
                              (D) The capacity to accept a detachable magazine at some location outside of the pistol grip.

                              (b) For purposes of this section, “fixed magazine” means an ammunition feeding device contained in, or permanently attached to, a firearm in such a manner that the device cannot be removed without disassembly of the firearm action.
Previously the limitation was on firearms which have "the capacity to accept a detachable magazine" which DOJ rules defined to exclude magazines that need a tool (like a bullet tip) for removal.
