A couple months ago I was asking the same question. A used Remington 700 SPS 20" was the answer in my case. It has a $100 Boyd stock and Timney trigger but other than that is stock. Below are some of the first handloads I ran through it.

Ignore the last 3 groups. Different rifle.

The TC Dimension can easy be broken down with the tools that TC suplies. Then packed in a takedown rifle case. Saves on airfare.

Easier than a Savage 11/111 because you do not need to reheadspace or remove the scope to take the barrel off. $500 accurate takedown rifle is new to the market.

Howa has some pretty good stuff out right now. I have a Howa 1500 and love it.

I have a Tikka Tactical. Its a solid shooter, and easily shoots better than 1/2 Moa. However, I am not selling it...Here is one for sale, and I think this one has a better stock than mine

Contrary to popular belief you can go very wrong with a Remington 700. You could run a 175 smk all of the way out of the neck on your brass and not even get close to the lands on some 700 chambers. And the trigger will need to be worked to get to a two pound break like the tikka... How about muzzle brakes?? And how true is the 700 receiver without an expensive workover from your local gunsmith????

If you want a gun you can win with at F - TR class with, and also carry around to hunt with try the Tikka.

Major respect on your target usage. Those are actual groups. None of that 3-shot "hey look at this!" bull-sh*t.

Can't offer a suggestion from personal experience. However, from what I've heard and read, you can't go wrong with a Howa or Tikka.

Every time I see reference to Savage, I think 99.

Would be nice if they brought back the 99, in 7mm-08.

Here's my .308 Tikka T3 lite stainless. Tikka performance center recoil block & billet bolt shroud. Limbsaver, Leopold VX2 3x9x40, DNZ low mount. I'm just learning it & have only shot it twice with bipod & bag. It shoots quite a bit better than myself, that's all I can ask for. If you want a benchgun, I can't help you, lol.

Valid point. Fortunately, that has changed in recent years, especially when Bill's son (Bill Jr.) stepped down. Now, the company makes standard-cap magazines very available for purchase, as it should be. They're coming out with new products that people have been asking them for, in some cases for years. This is all good, and my view of Sturm, Ruger & Co, Inc. has therefore changed for the better. Supposedly the "Hawkeye" edition of the Ruger M77 has gotten better since the company now makes their own barrels in-house.

But really, just about any of the major manufacturers make a quality rifle. Remington 700's, Savage 10/110's, Winchester 70's, Ruger Hawkeyes (even the Americans are actually remarkably good shooters), the Howas/Weatherby Vanguards, Tikkas, CZ's--you name it, they're all pretty darn good nowadays. There's a lot of "Ford/Chevy/Dodge" involved in any question about gun recommendations, and you'll see that. That said, I personally prefer 'Murrican-made for ideological reasons, and because we do make very good rifles.

I'd go with Winchester Model 70 Featherweight compact in .308.

It is a tad more than your budget, but well worth it.

I have had a Thompson Center Venture in .308 for 3-4 years. Great gun, shoots, and feels just as good or better then my 700's, I have a Redfield Revolution 4-12X40 mounted in a DNZ Game Reaper mount and it's solid.
