Precision rifle is a very small part of the competitive shooting arena from short range benchrest to tac precision rifle. It is growing, but just slowly.
I think some of the main reasons are
Cost
Difficulty (does take a certain personality to get into it)
Limited places to shoot. Compare LR rifle matches to pistol and 3gun.
Lack of reloading components. To compete at the top levels you just have to reload...period. Or have a ton of money to buy custom match grade ammo.
Ammo Cost: Compare match grade pistol ammo to match grade rifle ammo.
LR Rifle shooting is NOT an action sport. Younger guys and gals tend to want to run around and shoot things like on TOP SHOT.
Some folks want to bang out a few hundred rounds in a day. We shoot 50 to 80 rounds max in a full day match.

(Hopefully I'll get there some day... imagine, taking your shot, getting up, go get a cup of coffee then you hear the steel ring out. Ok slight exaggeration but still. That's cool x10.

The guns owned by civilians capable of 1,000 yard hits can only penetrate paper, and MAYBE cardboard if it is thin enough. The 1,000 yard stuff purely exists in the military and not in CA
