Doubt you can get an RPR for a grand these days. Tikka's are hard to find with heavy barrels, and changing it for a heavy barrel is expensive.
The fairly new Savage Axis Precision rifle starts with a budget action, but the other stuff on it looks pretty good. A chassis is good for the adjustability on it. The barrel is probably fairly heavy because the gun weighs nearly 10 pounds. MSRP is under $1000.
Axis II Precision: Affordable accuracy with adjustable MDT chassis, AICS magazine, AccuTrigger and 22" threaded barrel. Perfect for long-range shooting.

One rifle not on the list that should be,my recomendation is for a R700, new or used.
You have to go with a rifle that is easy to get parts and accessories for.Keep it simple!Comment

I would get either a Tikka T3x or a 700 5R. Anything else might work but be a compromise with your budget.
But the other options imo would be a Ruger Predator or a Howa or a Savage. With the extra budget you coyld upgrade stocks and maybe triggers. You got the right idea with the heavy barrel and 6.5 Cteedmoor.Comment

Going through this currently. Me personally, 1. Bergara B14 HMR in 300 WM/6.5 CM, 2. Ruger Hawkeye LRT in 6.5 CM. 3. SS Tikka T3x CTR 6.5. My preference for Bergara is the manufacturing process of the barrel. The Ruger Hawkeye because of the length (it offers about a 100 fps increase over the Tikka) plus i like the controlled feed/extraction on the Ruger. Another contender was/is the Ruger American Predator Go Wild in either 300 WM or 6.5 CM.Comment

So my first set up was a savage axis heavy barrel with a primary arms scope in .223. Not a great rifle but it taught me to use the scope and I could shoot it 500 yards depending on the day and the range I was at. I only had like $800 in my whole system and I learned a lot shooting it.
I think there are rifles in the $1000 range that can reach out to 1000 yards

Just about anything from 243 and up will reach 1,000 yards. the 6.5 Creed is the current darling of the casual target shooters and will do the job well.
The heavier barrel will take longer to heat up and longer to cool down not shorter.
Longer, heavier barrels are a distinct advantage at distance.Frank

The bergara with their competition trigger and rail chassis is a heck of a platform for under 2k

Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT

I would save a little more and purchase a Christensen Mesa Long Range.
This embed video is a 300 WM, but this platform is a nice package and will put holes in paper.
