If you can find them Remington makes a 700 chambered in 308 that comes with a 26" R5 bull barrel, 40x Trigger and a steel bottom plate. This rifle is not advertised as far as I know, but some shops, such as Police or speciality shops have or can get these. I know the LC Action in SJ had them.
The R5 will be about the best Rem 700 platform for what you want to do. Also the SWFA 10x scope is a number choice especially for the price.

I'm just slowly catching on, myself. He wants a budget build heavy barrel 30-06 with a detachable magazine. I guess the parts are out there but not so cheap. If I was doing that I'd just start from scratch with a REM 700 donor action and a real barrel, I guess. I kind of like long action 30-06 target guns, reminds me of when I was young in the 1960s when everybody was shooting the 06. On second thought, I think I'd just buy a used Winchester match target gun in 30-06, I'd save some money and have a piece of history.
