2nd on the used racks. I have found nice, hardly used rifles with decent scopes on used racks.
I would look for an older Rem700V or Ruger 77V in 223 for a range rifle as a starter.
My first rifle, I got new in early 80's. Rem700V in 308. Bone stock, including wood stock. Made submoa look like childs play with decent ammo. It still likes Sierra 165gr Gameking bthp in Federal case over the top of 4064...Comment

I've had great success with my savage axis. I lightened the trigger and put a weaver 4-16x on it. It shoots right with my dad's SPS until the barrel heats up. I just bought a savage 10fcp-sr(the older camo model) with a vortex pst ffp. I'm now thinking about selling the axis. Looks like someone made two warning shoots 6'' high at 12:00 o'clock.
How about 5 or 6 one inch groups, all five shot groups, @100 yards, all on the same sheet of paper. Take as much time as you want, feel free to start over at anytime. Standing, sitting, kneeling or prone, sling & GI shooting jacket is fine. No bench, no bipods, no excuses.
When you are done the Team Captain will buy you some poggie-bait, i.e. candy, alcohol, cigarettes. My favorite is bottled cold Coca-Cola.Comment

What about a Mosin Nagant? Not sure the price these days, but a few years back they could had for $100-$300 depending on quality. Add in the aftermarket stocks and scope mounts and that about meets your budget.Comment

First off thats a thumbtack at 12:00 o'clock, not two warning shots lol.
Second, you need to spend more time at the range. One day at a Sac Valley match and you will meet more competent shooters than you can remember.
Lastly, I have seen Big Bob shoot with my own eyeballs and there is no valid reason to doubt his picture was a one fluke group.Comment

Second on the Mosin Nagant 91/30. I was wondering why it wasn't mentioned before. It's around the $200 mark and ammo is plenty available, and I'm not talking corrosive surplus crap. The OP mentions reloading in his future. The 7.62x54R is an easy round to reload, is as powerful and accurate as any 30-06, and easy on the brass--at least mine are. The OP should learn, really LEARN to use iron sights before using glass on any rifle. Good luck in your search.
