An accurate bolt action for 600 yard targets. I guess I would have to ask what else you plan to do with this rifle, such as potential deer hunting or wilderness carry.

Also, the type of caliber will make or break your bank account. The 223 is cheap, but otherwise a varmint round. The 308 has more power and versatility, with ammo somewhat cheap. Some rifles prefer certain brands, so you may need to play around with match ammo, but plinking with military ammo is cheap. If you want a caliber that shoots flat or are versatile hunting calibers, you should look toward 243 and 7mm08. If you want power, then try the 270 or 30-06. They are not sexy, but cheaper than the tacticool WSM and magnum rounds, that will bruise your shoulder and create a flinching reaction.Read chuckhawks.com

As for brand, I prefer Ruger over Savage, but that is personal preference. I would put Tikka and CZ in this category as well. I think I recently saw a nice combo Howa and scope combo for $600, that would be slightly above your price range but nothing to snicker at.

IMO, why get a 223/5.56 in bolt action? Just get an AR. I personally think a 7.62x39 or 308 makes more cost-benefit sense in a bolt action, if you want to practice and plink using mil-spec ammo. Some people would say get an AK for the 7.62 Russian, but I don't like the sights/scope mounting on AKs and the round is versatile enough to hunt with.

          Just my 2 cents

That mossberg patriot seems to be good deal, has anyone around shot these.
I'm really interested in the ruger precision but those wont be avail for at least 6 mo.
The patriot at around $400. may be something to look at.

Had a mossberg, it was accurate. but for little more you can buy a better gun. Another vote for TC venture and tikka.
But as mentioned tikka is suited for more walking/hunting. I also know a guy thinkin of selling a nice howa 1500 in 223 with a redfield. Lol

223 would be my choice to learn on before stepping up to 308. Personally I rather get a 243 or 7-08 before 308. Also the 270 with 130s is a very flat shooting caliber if you don't reload and pretty cheap.
Used rifle is a good option. it will leave some cash for good optics. Cameralandny has open box/demo scopes for good discounts.
I also have a mosin and it's not fun to shoot even with a new ati stock. Some guys get off on it, I just don't see it. And I am not recoil shy.

All of them do something better than the 30-06, but none of them do everything as well.

Definitely get a 223. So much cheaper to learn on. Very capable, and good practice for reading wind. JMO

I would also say .243, .260, .270, or 6.5cm, but he was saying INEXPENSIVE where the .223rem or .308win would shine. He could get both of those rounds MUCH cheaper than the flatter match rounds.

Just for heads up to the OP. 556 ammo might not work in 223 chamber and 762 nato might not work in a 308 chamber. It will, jus look for pressure signs
