The lower has to be DROS'ed as an AR pistol and SSE. You can't just use a AR15 rifle lower and install a short barrel on it.

If you are purchasing it already built, it will go through as a SSE. If you are purchasing just a stripped lower to build into a pistol.....you can't. It still needs to go through SSE, which requires the gun to be fully functional and have a barrel of a certain length, among other things. So just the lower aint gonna fly. If you are building it from an 80% paper weight.....most people will tell you you must build it first as an SSE and then modify it. This is because it's illegal to "manufacture" an unsafe handgun. However, the law is unclear as to whether building something for personal use is the same as manufacturing. But when dealing with the state and guns, I say it usually pays to be safe.

          I'm guessing you mean DROS.

          NO, you can't

You have to BUY a complete AR SSE pistol or build a SSE AR pistol from an 80% non firearm block.
          Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Pistols require safe handling demonstrations so the pistol needs to be complete. You can't dros a complete pistol lower without the upper. Some places will let you provide or rent the upper though. I think funkammo is doing this right now.

Were I to buy an AR pistol I think I would go with "new from dealer stock SSE" and avoid PPT of one already built. Buying used you don't know for certain whether the gun started life as a pistol or as a rifle that someone reconfigured as a handgun. I'm not suggesting a person would be deliberately misleading, but some folks just don't know - they buy an AR rifle, then figure "you know what would be neat .....?" and then tire of the thing.

Whether the subsequent "4473" and DROS as a pistol would provide legal cover were it discoved the gun started life as a rifle - I don't know, but why take the chance.

Some of the forum vendors have been doing this. I got my pistol lower through Eds Tactical who loaned an upper to do the DROS.

Sorry, yes I meant dros. Thanks for the replys. I guess I will try to find a place that will loan me a upper. I really don't want to get a 80% and then try to find a place to mill it.

The place to mill/finish it is easy to find.

                    It's your garage.

BATF has put an end to letting you "use, borrow, rent" or any other idea you have to use a CNC, mill, drill press that belongs to some person, company or corporate entity that use these tools to make a profit.

You should be able to tell ver easily if it was an 80% build. I wouldn't have a problem buying someone's 80% build after a quality check.

80%, templates and a drill press. That's the easy way. The rest isn't so easy and can get expensive.

I engraved mine first for ID. After milling I had it anodized, looks pro.

Wait so I can't use someone's else's drill press but do the work myself?
