Eyes open.
First, you need to determine which eye is dominant. Roughly 30 percent of the population is cross dominant, (right handed, left eyed for example, like me).
I find myself shooting with both eyes open, but I definitely notice that while my right eye is open, I focus out of my left and that is the eye I shoot with.
You state that you are shooting a 12 inch group at 10 yards, is this with slow aimed fire or rapid fire.
If this is slow fire, then the group is too large.
OP, we need more details about you and what are you shooting.
How big are you, how well does the gun fit in your hand.
What kind of gun are you shooting and what caliber.
Does the gun fit you.
I see guys go to the target range and they shoot all over the target and they think they are doing good.
I do most of my shooting with at close range and slow fire, my groups tend to be within 4 inches.
Rapid fire my groups of course open up, but because I have smooth trigger pull and I have limited flinch, my groups stay within man sized targets.
As many other posters say, get some training.
Consider getting a 22 cal pistol if you don't have one and run around 3K to 5K rounds to get your foundational shooting skills down.
