    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

        It would seem they are just very misinformed...it is perfectly legal for them to ship a handgun into CA using USPS Priortity mail. INDIVIDUALS shipping into the State are restricted to UPS/FedEx.
