Some of them. My 4" service model with ambi thumb safety came with one, but my 5" tactical model without safety did not come with one.

Both came with the XDgear kits (2 mags, holster, mag holster, speedloader)

Wierd. I'd assume all gear packages would come with locks.
Hopefully the XD40 does
