    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

^ Now normally I would think most big gun companies wouldn't listen to the regular buyers asking for something available that will require a few extra dollars and some Ca. government paperwork on their part to get it into that market place
but if it could be explained to them that they would be the ONLY company selling brand new mare's legs, in the entire State of California, they might just see that it's well worth it for them.

But if you do ask them to do that make sure you ask them to do it with their new type of sideloading receivers so you get the choice of tube loading or side loading.

And if you have noticed it, Josh can not use any of that ammo on his belt in his mare's leg. The loading gate on the gun looks like it is for a 44 or 357 but the belt ammo resembles 45-70.

        I still watch that show.

Westerns were the things to watch for us crusty old timers. Mother and sisters liked that city stuff like Perry Mason hell I can't remember any more. But if it was a western my brothers & I watched them all even some of the questionable ones. Heck the first tv show I saw in color was Bonanza @ a neighboring farmers house. I still do not now why we were invited, I think just to show it off,

He has a cut down Winchester Model 92, probably in .44 WCF, and not a Winchester Model 94. The ammo on his belt looks like .30-30.
(Note - I was wrong - they were .45-70 cartridges on his belt. The gun is a Model 92, though, which wqs only made in pistol calibers like .25-20, .32-20, .38-40 and .44-40 aka .25, .32, .38 and .44 Winchester Centerfire.)

However, if you find a CA FFL dealer that is willing and the firearm is modified to be SSE2 compliant, then (theoritically) it could still be transferred under SSE2.

But, in order to remain CA legal, while in CA, it needs to remain a SSE2 pistol because modifying it to be a manually operated repeating pistol would be considered making an illegal unsafe handgun.

In order to make it SSE2 compliant; install a dowl in the fixed tubular magazine, which limits the magazine capacity to zero cartridges and only allows a single cartridge to be loaded into the chamber.
^While in CA, it will need to remain this way in order to remain CA legal.
You know I've been thinking about this.

And, I don't have the PC or letter you mentioned in front of me.

In the case of the Mare's Leg wouldn't it be more like SSE 1.0 than SSE 2.0?

                    Here me out.

SSE 2.0 say that you can't convert a semi auto into a bolt action or break top single shot exempt pistol.

So it basically means you have to start with a brand new frame that's never been built up.

So, I can see that if once you've built a SSE 2.0 gun if you modify it you have now built a new/different gun.

With the Mare's Leg you are starting with a complete gun that has never been a semi auto. So, SSE 2.0 doesn't apply on that end so, you can convert this already existing gun to comply with the single shot bolt action requirement.

Since this gun was originally made as a repeating bolt action it should be able to be returned to factory original condition just like SSE 1.0. You're not making a new/different gun.

Now those are my thinking's and they could be wrong.

No it's not the same because a single action revolver is not, by definition, a single shot pistol in the first instance. Single action =/= single shot. Comprende?

In order to be exempt from CA unsafe handgun laws...

Revolvers need to comply with the laws/regulations for single-action revolvers (SAE).

Pistols need to comply with the laws/regulations for single-shot pistols (SSE2).
                            ^Starting 01-01-2015, SSE was ammended to SSE2. (SSE 1.0 was repealed/replaced with SSE 2.0)

A pistol is a handgun with it's chamber as part of the barrel and it can be either semi-auto or non-semi-auto. [11 CCR 4049(p)]

A revolver is a handgun with it's chambers in a cylinder that rotates on an axis and allows the same firing mechansim to discharge rounds through a common barrel. [11 CCR 4049(t)]

The CA DOJ BOF notice only pertains to handguns that are made to be SSE2 compliant.
Which means it does not effect revolvers, semi-auto pistols, and manually operated repeating pistols.

Since the Henry Mare's Leg is an off-Roster pistol [11 CCR 4049(p)] and not a revolver [11 CCR 4049(t) and has never been semi-auto, it can be modified to be SSE2 compliant.
However, since 11-2018, while in CA, it will need to remain configured as a SSE2 compliant handgun. Because changing it from a manually operated single-shot to a manually operated repeater would be considered making an illegal unsafe handgun.

Would the dowel need to be installed outside of CA ? Or can it be installed before the transfer by the customer or FFL?

Yep, I saw them for sale at Crossroads show in OC several years ago, from a local FFL. I purchased a .357 at that time.

They are actually very accurate to shoot as you can get an excellent cheek weld on the short "stock" even though it's nowhere near the shoulder. The gun is relatively heavy, so there's virtually no recoil from the .357 mag.

It's very nicely made, though I do wish it were gate loading, rather than tube loading.
