Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

The form says to just add additional pages for more than three. I did a dozen or so to my son last year. Only took about ten days.
Side note...The Intrafamilial Transfer forum never asks for name or address of the transferee, just relationship. I have zero faith in our government catching that. All they care about is making sure YOU register.

NO NO NO NO NO NO NO NO NO NO NO NO !!!!BOF Form 4544A is the form to use to report it. Nothing in there states that the family must be in CA. There are limitations on WHO can gift you, but biological parents fit in that description. You still have to have the FSC unless you have one of the exemptions.
Of course, shipping via an FFL is one way for you to acquire it, but you'll have to endure the 10-day wait that way.
If you're going to go visit, you might check into the legality of picking it up and bringing it back. If it appears legal (I think it might, but not sure - check with a firearms attorney), I'd recommend you have the 4544A packed with it to show your plan to follow the law on notification. You'll also have to make sure that there are no magazines above 10 rounds with it.
That would make both of them Federal felons
It MUST be transferred through a California FFL.
It is NOT legal for him to pick it up in Florida, nor is it legal for her to hand it to him here.
The Oplaw form is for IFT's between California residents ONLY. Any transfer that crosses state lines requires an FFL in the state of the receiver.- Rich

I think the problem is that your Mom is going to a gun shop and saying "I want to buy this and send it to my son in CA" instead of buying the gun under HER OWN NAME, then after she owns the gun, transferring it to you in CA as a gun OWNED by a parent to their child. As opposed to her PAYING for it FOR YOU in FL and sending to CA. ??==================

But I agree that some FFLs may be worried that it is a straw purchase to bypass the roster.
I agree, the issue may be that she is attempting to both purchase and ship in one transaction, when it is legally two transactions... her purchase (followed by Florida's 3-5 day waiting period in some counties), followed by her transfer to him.- Rich

If you call the DOJ, they will tell you to do it as you described.
They are ignorant of Federal law.
Even in free states, an FFL is needed for an interstate transfer, the Federal laws do not recognize intrafamilial transfers as being any different from a private party sale.- Rich

Oh boy, so glad i read this. now i am really confused.
One FFl (Wont name) was telling me this (Family Transfer) couldn't be done and to have it mailed to myself in parts.
I am in a similar boat right now. Going to have to search for a better FFL to get the transfer done correctly.Comment

Keep in mind that the roster exemption for the interstate intrafamilial transfer applies only to transfers between direct descendant/progenitor relationships... parent <> child, grandparent <> grandchild, etc....
Siblings, cousins, uncles, in-laws, and "steps" do not qualify.
It also must be a gift. You can not send your dad a check and have him buy a Glock42 for you.- Rich

The Ship My gun website listed above lists FFLs that are already set up with them when you enter your zip and info. I didn't know they existed until this thread but they seem to have it covered pretty well. HIHComment

I am between SLO and Santa Barbra.
I think I found a gun club willing to help. We are going to have a notarized letter sent with.
We "my father and I" are both Kansas Residents. I am stationed here for Air Force and per the law and PCS orders am considered a CA resident.
It is a gift, turned 30 recently.
