this can be made legal same way as an AR pistol can I would assume. convert it to single shot/lock the mag in. dros it. then, it becomes semi auto again. always keep mag locked*, because if not, it will trigger AW status.
I am not sure how to make a 10/22 action single shot though. might be a sticking point.
*locked in this case means the same as an AR magazine locked. detachable is a problem, attachable isnt.Comment

Replace the guide-rod spring with one that is too strong for a normal 22 hi-vel cartridge to cycle the action. You would then have to manually cycle the action every time you fire.
Then, take a standard 10/22 mag and open it up. Remove the spring, epoxy the follower in place so that the mag can only be used as a cartridge rest, like the bob sleds. Hell, you could even remove the spring and follower entirely, and just fill the mag with epoxy, and then carve out a shell carrier.
So now you have a manually-cycled, single-shot handgun.

That might not be enough to withstand any bit of legal scrutiny. As soon as you install a 10rd factory mag, it's semi-auto again.

I spoke with 2 Ruger reps at the SHOT Show regarding getting the Charger approved for CA. Magazine outside of pistol grip, no magazine disconnect safety, no Loaded Chamber Indicator all mean no-way.
However, the exemption for Walther, Pardini etc target pistols from the Roster raises a possibilty. There is a guy who works with the DOJ on the Olympic/ target pistols models list. If we can get him to seek approval for this model as a target pistol, which it definitely is, perhaps there is a chance. The Ruger guys seemed genuinly interested in this approach, they know we want them here and will make a bunch of money if they get this approved.
Is it possible anybody here knows the Olympic Pistol guy / board etc and can arrange for a dialog?
I ran across his info somewhere a couple months back but I can't find it now.
