Intrafamiliar transfer

I'm in California, father's in Arizona. He would like to gift me some handguns that I can't otherwise get here except in an expensive PPT: VP9, G43, other Gen4 Glocks, non-LCI Sigs, etc. Nice dad!

Yeah, I've read hundreds of threads but I'm not finding a complete but concise set of answers to my questions and I suspect an "oops!" could be horrific:
* New vs. Used: Do they need to be new or used to qualify? I suspect the answer is "whatever", but want to be sure.
* Process - Because he is out of state I believe this goes through an FFL, not the simpler form, and he can either bring them to a CA FFL or use an FFL in AZ who will send them to my CA FFL. Right? Perhaps Fedex/UPS to CA FFL?
* Quantity: He wants to gift me several handguns (estimate = $2K-$3K). Is this one transfer, one per month, forbidden, something else?
* Cost: Is this PPT-like in terms of regulated FFL pricing or do I need to carefully choose my CA FFL to ensure I don't get ripped off?
* FFL selection: Do they all know the process? Any things to watch out for? If special, any San Jose area recommendations? Should I contact the FFL first?
* Because it is legitimately a gift, does he need to pay for the FFL/other fees or can I?
* I am *not* planning on flipping - I'm a "never sold a gun" type - but is there a specific set of rules regarding that scenario?
* Any other helpful advice?

1) new vs used doesn't matter.
2) because it is interstate it must through an FFL. My dad brought the revolver into Cali and we transferred.
3) it is subject to 1 in 30 because it goes through an FFL.
4) unfortunately FFL's can charge whatever they want for the transfer. Luckily working my local dealer they only charged me $35.
5) very few FFL's know about this process. I called around and gave them 3 months to figure it out. Only 4ish dealers in my area. Only one would work with me on it.

Some FFL's will not accept shipment from a private individual.

I have done a few intrafamilial transfers with my mom and dad. I'm in California. My parents live in Alabama. I can't remember if I ever saw it in writing or not, but I remember being told by my lgs that I could not receive more than 5 gift handguns per year. I do know that you can do more than one handgun per transaction. In one case, my mom drove into California with a glock 42 and a glock 43 in a locked case. I met her at my lgs. The store did one dros form with both guns on it. Ten days later, I picked up both guns at the same time.

I did two transfers at the same lgs, one year apart.

On the first transfer, my dad shipped one gun through fedex to my lgs (with gift letter in locked case). Lgs charged ME a transfer fee AND a dros fee.

On second transaction, a year later, my mom came to California and met me at the lgs. Since she did not ship the guns, there was no transfer fee. I only paid dros fee. I paid, not my mom. And, both handguns were put on same dros form. I only paid one dros fee. I picked up BOTH handguns at the same time, ten days later. My lgs said that intrafamilial transfers are NOT covered under 1 in 30 day rule. It worked for me!

Most likely you can save dad money by using an Arizona FFL to ship the gun to your FFL. Usually $25 to $40 bucks.

FFLs can use the USPS. We can't.

Fed x and UPS charge $100 and up for overnight.......I avoid them.
