    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

I found that my vice block will work as well so I'll be using that instead. Still waiting on my parts though. Tracking still only shows as picked up, they shipped on Wednesday via 2-day priority and should have been here Friday, so I can only assume the post office lost them. The seller only insured the package for less than half of its actual value so I'll have to get them to send me the parts again and let them deal with the post office. It's all a little irritating since it's going to lead to more hassle and waiting on my end, but mistakes happen and I know I'll end up with my parts sooner or later. I'll update again when I can.

Finally got my parts! The company I ordered from had just been swamped with orders and the supply couldn't keep up with the demand. Got the upper kit at a great deal though. $199 for everything to build a complete upper minus the BCG.

So for the rest of the build and documentation...

As I talked about earlier, I installed the gas block backwards, effectively blocking the gas port so that no gases would be blown back to my face, or anywhere for that matter. So no gas tube was installed so the action will not be trying to cycle. I also still have the block in the buffer tube so that the gun has to be opened before it can load or unload.

Everything else with the upper was just a standard assembly process so I didn't feel the need to document that as well.

I decided to take the advice I've gotten here and not use the magazine that I fixed to 1 round, and instead I am using my vice block. Here is the final product.

Thank you again everyone for all the suggestions here. I can't wait to get to the range tomorrow to test it out for the first time.

Nice. I like the upper you went with.
