Here in sacramento, there was a dealer that registered stripped lowers as pistols last year, as long as it was the very first time registering the lower, and would be sse, and use up your 1 in 30 days. Thats the closests ive heard, i did not bite though.

You cannot register a stripped lower as a pistol unless the purchaser is exempt from the roster. This was also true last year.

In CA and Federally you cannot go Rifle --> Pistol, that creates an SBR.

Federally it is perfectly legal to go Pistol --> Rifle --> Pistol

In CA there are no laws that say you cannot go Pistol --> Rifle --> Pistol but it has been such a gray area that all the great minds we trust says don't do it unless you want to be the test case.
Do the feds consider a stripped lower bought in CA a rifle? Could one buy a stripped lower in CA, move to a different state, then build that stripped lower into a pistol?

ATF has already said a CA DROS does not determine the firearm.

Is there a determination letter on that?

Could one buy a stripped lower in CA, move out of state, build AR pistol, then move back to CA with that pistol (maybe that one is hard to answer?)

                Thx for the feedback

If it wasn't dros'd as a rifle and it wasn't as a pistol what is it? I know other states have an option as other or something but Cali it has to be one or the other.

Since the op doesn't seem to be exempt then he wouldn't be as to register them as pistol lowers?

seems like the easiest way is to build an 80%?

That letter stated, at the end, something about the receiver being "transferred as a receiver".

In CA are receivers not drosed as long guns, thereby making that point moot?

                      ETA clarified wording from letter

Federally or CA? Don't try and mesh the two together. See above letter.

You cannot DROS a bare receiver as a pistol in CA unless you are exempt. It must comply with SSE laws.

While they are in DROS they must be SSE compliant. What happens after DROS is up to the end user to comply with the law.

Same as SSE for the past 10 years, who here still has a 10" barrel in their Gen 4 Glock?

So per what you are saying is that if I have a registered rifle lower that has never been built up that I could put a NFA upper on it with a pistol buffer and be good with all current laws?

Are you just saying that as a 07, you can take a lower receiver, that has not been DROS'd as anything in CA, make a pistol out of it with correct 2015 SSE bolt action top, and then DROS it as a pistol to a CA resident.

I think you lost us in post #4 when you flatly said that "100% legal to build a AR Pistol from a bare receiver in CA" leaving out that you needed to be a 07 to build it into a SSE Compliant pistol

Yes I read that post along with every other post multiple times. Your atf letter says what I just asked. In California per what you have stated and posted from the atf that says if a rifle barreled action has never been used on a stripped lower then it can become a pistol lower.
