There are no lowers listed on the roster. A striped lower is not a single shot exempt pistol.

Since the beginning of the year, my understanding was that dealers were allowed to do safe handling demos with similar AR pistold when transferring a pistol lower. Is that not the case anymore? Did that emergency regulation effect that?

In the end your two best options are either to buy one complete as you can not just buy a registered pistol lower in CA and complete pistols are over priced. Building a 80% lower is cheaper and you can build it the way you want.
