Sheriff Villanueva wants to start accepting applications and is talking with others in the department about how to proceed. One issue is how to deal with the large number of applicants that they are anticipating. The sheriff said in a public address that anyone interested in applying should go the the LASD website and download the form, fill it out and mail it in or scan it into your computer and attach it to an email.

(The department's website has a list of requirements for applicants and as far as I know these requirements will not change. I'm going to remain positive about this because to my knowledge it's been years since any other sheriff has considered doing this.)
Change is happening NOW. What that change will entail and when will it be complete/implemented? I don't know yet. I could hear AV in that video say you need GC, but the question always is, what is acceptable GC? My GUESS is if you have GC that will pass Dark Red or Light Red, you should apply ASAP and you'll most likely be issued. If you have GC that will pass Yellow, apply only if you can afford to waste the time and money ($10?) involved with getting a GC determination.

Why do I feel this optimistic? Because we've all heard LASD sheriff's candidates say pro CCW things when running, but this is the FIRST time I ever remember an actual, sitting LASD sheriff encourage people to apply. When have you ever heard that? NEVER! You hear, "call 911 and be a good witness."

If someone can find a cleaner video of that town hall, that would help us a lot because the parts I could not understand were vital points in the conversation.

As has been pointed out, before discussing long LE response time, he said it was an example of Good Cause for LACo residents in "high desert." Why did he answer only for that area? Because the question he was asked was re. will he issue CCWs for people in the Antelope Valley. Why was he asked that? Because the virtual town hall was for Lancaster and Palmdale (both in Antelope Valley). IOW, we do not know what will pass for GC in the LA Basin.

But this is how he ends:

So I want to encourage you, if you believe you deserve one (i.e., a CCW), please apply for one. We've added additional personnel now to our CCW permit process to pick up the pace. And I know it's always been a burning issue and we're paying attention, we're making sure that those who should have one have the ability to get one with the proper permitting process.
All that bolding I added. It highlights what are radical statements from a sitting LA sheriff. ALL of them are positive. As I posted elsewhere, my GUESS is the fear of a SHTF scenario w/CV19 back in Feb, March, April, and May and then the BLM riots in June there's been non-stop inquiries and pressure re. issuing CCWs and he's finally responding by ramping up issuance.

Accepting "long LE response time" without specifying that you're at that location because you're a business owner or even an employee on the job is a Yellow GC. IMO, I think AV is taking LA Co from Dark Red to at least Light Red and I suggested to baggss that the CA CCW GC map be updated to that. If you have GC that would pass Dark Red or Light Red, now is the time to apply. If you have GC that would pass Yellow, I can't say you have a solid chance, but suggest you apply too if you can afford to waste the time and money ($10?) involved with getting a GC determination. If you do apply, please PM me as you go thru the process to keep me up to date with your progress. All correspondence kept in strict confidence. AFTER you've been issued or denied and exhausted appeals, post your experience on CGN to help other LA Co gunnies.

You can look at all the videos you want. You still won't be issued a CCW in L.A. County. I am amused by this thread. It simply won't happen. You want a CCW in California? Move to a county that issues. PERIOD!

Since you've chosen to threadcrap, I'm noting your post and will rub your nose in it if AV has loosened up acceptable GC (which will be determined by him posting that on the LASD CCW webpage and/or by CGN members with Light Red or weaker GC posting that they've been issued LASD CCWs.

I'm sure you'd LOVE to eat that crow.

I'm simply being realistic and honest. Wishful thinking is fine but I prefer to live in the real world and not on fantasy island. Nobody more than me wishes LASO would loosen their GC standard, however, it won't happen but I applaud your tenacity sir!

He wants to accept more applications. He never said he'll issue more. He left it vague and by the time it comes around, he'll hope people will forget and he'll deny it again.

The fact that we have to hang on 1 person's word and dig through every little nuance on the specific word used when we know a lot of what people say are just fillers or lip service makes me sad but I also get a chuckle out of people who hang on to every little tidbit... "but but but he said at 10:13 that he will look at it differently and maybe modify his criteria and he might issue more and he's encouraging me to apply!!!"

                          ****ing joke.

Looks like someone else to add to my list of who gets to eat crow if AV is liberalizing issuance!

Big Jake, I skimmed over my posts in the thread about SD Sheriff Gore liberalizing issuance. Just like here, most said it would never happen, it was just campaign BS (a challenger came out for Shall Issue). Then when some people got issued, they claimed they must have either known Sheriff Gore or made big contributions to his campaign. In hindsight, it took over a year from when he in fact liberalized issuance to when we got clear evidence of that being so. So I propose a deadline of 2021 July 04 for deciding whether AV really liberalized issuance or not. And liberalizing here doesn't mean Dark Green (even Gore isn't that), or Light Green, but Yellow (even though issuing for Light Red GCs would technically qualify). Fair enough?
