Sounds to me like he's being smart. He's not going to commit political suicide by coming out as a pro-CCW candidate in one of the most rabidly anti-gun parts of the country. (I can imagine the smear tactics "NRA-Backed Radical Sheriff", etc.) He's promising to have a real, transparent process and follow the law. At a minimum this means he will be taking SCC from dark red to yellow. That's huge progress and it will be the stepping stone for him to gradually realize there's nothing to worry about when it comes to recognizing peoples civil rights and he will start to quickly slide from yellow into the green range.
Ultimately this may all be academic anyways since:
A. Laurie may not even be running for another term given her mounting legal troubles, meaning Jensen is almost guaranteed to be the next Sheriff regardless; and
B. We will almost certainly be getting a favorable ruling in the Bruen case within the next few months. Meaning the CCW policy will be decided as a matter of law by the time we have our next Sheriff; and assuming they also set a standard of review for 2A cases we will have the ability to aggressively litigate any other silly nonsense that the Sheriff or SO try to engage in with our rights.
I'm personally in the never-Laurie camp. She has given us decades of utter contempt for simply wanting to exercise our civil rights. I want her gone. And I think Kevin would make for a much better Sheriff overall, but he would also be an ally on 2A. I was one of the people that helped to bring him in to the local Pro-2A meetings last time he ran. He is our guy.

Thank you for your interest in Kevin Jensen for Sheriff 2022 campaign and your question regarding ccw’s.
It has been widely reported that the incumbent won't define her concealed carry weapons policy amidst allegations and data that strongly suggest that the small number of quid pro quo permits granted were linked to contributions and favorable influence.
Kevin has made the commitment to a legal, responsible and fair process with regard to CCWs. Here is Kevin's response:
"I recognize how important this topic is to the residents of Santa Clara County. Unlike the current situation, the policy I plan to implement will be a legal, fair, transparent and consistent process. I have researched the policies and spoken with Sheriffs and staff of other jurisdictions and will be implementing the best of what is working across the State of California. This means an applicant must first meet all of the requirements set out by law. Each application will be evaluated using a fair and transparent process with the applicant being informed of approval or denial within the timeframe required by state law.Independent oversight will be put in place, and neither political influence nor campaign donations will improve one's chances of securing a CCW permit.”
Kevin’s plans include a comprehensive county-wide crime prevention program, focusing on proactive community policing model, education (includIng: internet crime, identity theft, school safety, bullying, gang prevention), and ahome safety component with a strong emphasis on firearm safety to include education on the laws, best practices and critical importance of the safe storage of firearms.

Re 2022: Smith is not pleading one way or the other, but rather attacking the foundation of the indictment. She’s waived her right to a “speedy trial.” The news report said the judge has “30 volumes” of information to review. But the sheriffs election is 2022 June 07, just 142 days from now. I’m saying don’t count on Smith being convicted before then.
