She said they typically issue CCW's to people whose GC statements say they travel in sketchy areas for work, or are avid outdoorsmen hiking where there are dangerous animals like mountain lions.

She said she called me advise I withdraw the application in order to not receive a formal denial that would be a red flag on any application that came after. I stated I would resubmit with additional information and she said to give it some time before resubmitting. I said I would resubmit in a week she said that is not enough time. I asked if a month was long enough and she said she cannot advise on adequate timelines.

I am under the impression she will formally deny me at her leisure moving forward.

I was told that "There are ways of seeking protection other than carrying a firearm"

One of the gangbangers I have an RO against was let out of prison early due to Proposition 57 and killed two people this year

This is a big shift from my previous experience when OCSD had the pre-Permitium system.
Was her name Vanessa? Seems personal defense against 2 legged critters is a no go, but 4 legged critters is good.

If you have a clean record and can pass a background check, then yes, complete the livescan beforehand.

If your background is questionable and/or your GC needs more work, you can wait until they ask you to complete the livescam.

Yes, any livescam service will suffice.

From what we know and have gleaned from the past:
-FBI is an automated 24-hour turn through the NCIS.
-DOJ background is an automated run through police rap sheets, etc., but requires manual review.
-Automated Firearms System check on firearms is automated but requires manual review.
-DOJ also has access to a stack of information (outlined in CA PEN 11106

Just to follow up on adding a gun to the list while the application is still in process, it was as easy as sending an email out to the CCW licensing email. They were very accommodating and helpful.
